His widely condemned arrest was one more prompt for Azerbaijan being permanently suspended from OGP. Our thoughts are with Gubad, his family, and all imprisoned activists around the world.

Research in Italy finds that better-paid politicians are significantly more likely to prevent corruption in public procurement (although are consequently more targeted for violence by criminal organizations).
In encouraging news, a long-shot anti-corruption crusader was elected President in Guatemala and the current President urges a smooth democratic transition as the establishment looks for ways to block it.

THE HIDDEN WORLD OF TAX REFORM!
The UN Secretary-General released a long-awaited report on how the UN can be a platform for more inclusive international tax cooperation - the next step in a growing rivalry with the OECD. Economists examine the challenges that the OECD 15% global minimum corporate tax will pose for developing countries.
More encouragingly, after years of engagement by the FACT Coalition and their members/allies, the Financial Accounting Standards Board has agreed to new tax transparency measures that should dramatically improve the disclosures of the tax practices of U.S. multinational corporations.
