WHAT'S NEW?

As thousands gather in Tallinn for the Open Government Partnership Global Summit, sadly one person who will not be there is Gubad Ibadoghlu, tireless champion of transparency. His widely condemned arrest was one more prompt for Azerbaijan being permanently suspended from OGP. Our thoughts are with Gubad, his family, and all imprisoned activists around the world.

There is a new journal edition on the political economy of authoritarianism - the first articles are already out.

Keren Yarhi-Milo and Laura Resnick Samotin present their thoughts on why “it’s so hard to forecast authoritarian aggression”

Hollie Russon Gilman and Amy Eisenstein argue that citizens' assemblies have the potential to repair our broken politics.

Research in Italy finds that better-paid politicians are significantly more likely to prevent corruption in public procurement (although are consequently more targeted for violence by criminal organizations).

In encouraging news, a long-shot anti-corruption crusader was elected President in Guatemala and the current President urges a smooth democratic transition as the establishment looks for ways to block it.

Looking to better understand how to counter misinformation? This review synthesizes evidence from 176 intervention tests reported in 155 unique studies conducted in both the Global North and Global South.

THE HIDDEN WORLD OF TAX REFORM!

The UN Secretary-General released a long-awaited report on how the UN can be a platform for more inclusive international tax cooperation - the next step in a growing rivalry with the OECD. Economists examine the challenges that the OECD 15% global minimum corporate tax will pose for developing countries.

More encouragingly, after years of engagement by the FACT Coalition and their members/allies, the Financial Accounting Standards Board has agreed to new tax transparency measures that should dramatically improve the disclosures of the tax practices of U.S. multinational corporations.

The Center of Effective Philanthropy finds that changes in grantmaking practice prompted by the pandemic are sticking to some extent - life is a little easier for grantees although the increase in general operating support is not as much as partners would hope.
