Dear Readers:
TAI was glad to partner with Center for Global Development last week to discuss citizen engagement and oversight in World Bank projects – stay tuned for new research on the topic from Partnership for Transparency in the new year.

Civil society roles were also featured in the Effective Development Co-operation Summit conversations in Geneva. TAI was happy to chair the session on mutual transparency and accountability in multi-stakeholder participation. Points stressed included the need for all to defend an enabling environment, center communities in the debate and build infrastructure for locally-led solutions. Rhetoric is rarely matched by action on aid effectiveness. Let’s hope these fine words are followed through in practice.

TAI Weekly will be back in your inboxes on January 10th. Until then happy reading and happy holidays!

P.S. Remember, TAI doesn't own the photos. All photos used in this weekly have a link to their source.

WHAT´S NEW?

TAX MOVES, DIGITAL RISKS AND WELCOME RECOGNITION
The European Union overcame member veto threats to get agreement on a minimum 15% corporate tax rate. Does this inject new life in the OECD negotiated global deal? Another deal to institute a first border carbon tax might make the EU less popular.

Surveillance brought in under cover of the Covid pandemic has overshadowed activist movements and organizations as documented in this new report. The documented instances in Europe are likely matched in all regions.

Hivos' Digital Defenders Partnership has launched Tech Care, a step-by-step digital support guide to help smaller civil society organizations and grassroots groups respond to the digital safety needs of those they work with and for.

"With global oppression rising and the climate crisis escalating, those in the legal field must join the fight and use the power of law to protect vulnerable communities.” EarthRights Executive Director Ka Hsaw Wa makes this case while receiveing the 2022 Roosevelt Prize for Human Rights.

ESSENTIAL WATCHING!
You can now watch videos of all the sessions from last month’s Paris Peace Forum. Lots of content on governance ranging from responsible minerals to governance of digital ecosystems. Dig in!

FOCUSED TOPIC OF THE WEEK

WORKING TOWARDS ANTICORRUPTION: GOOD GROUND FOR 2023

Last week, we mentioned how we’d enjoyed the International Anti-Corruption Conference gathering in in DC. Hot topics included how to help Ukraine rebuild with integrity and the climate corruption angles, while the US Government signaled its commitment through the presence of Secretary Blinken and Samantha Power.

So, what did it all add up to? We offer three different perspectives. Among Helen Taylor’s insights we fully endorse the value of serendipitous encounters. Dan Hough details three gaps in conversation coverage, including a tendency to steer clear of power and politics amid “purity of principle.“ Joy Aceron offers 10 insights - her last one echoing Dan in calling for an embrace of the political. It’s a point that resonates with recent TAI conversations.

For those still seeking more anti-corruption content, check out this step by step guide to analyzing corruption problems courtesy of the Anti-Corruption Evidence Research Consortium. It’s designed to then help you develop realistic and effective anti-corruption strategies in contexts where the rule of law is weak.

WORLD CUP INFLUENCING, ACCOUNTABILITY FORCEFIELDS AND MORE

As the World Cup drew to a close, some in the European Parliament may remember the related scandals longer than the football itself. As revelations of bribes hit the headlines, Suzanne Lunch wonders how “Qatargate” might further undermine European democracy.

What does financial fraud look like in the Caribbean? Global Financial Integrity examines the prevalence and dynamics in the region and analyzes the actors and facilitators involved.

How do political power and networks influence absenteeism in the Nigerian health sector? New research details how governance factors tie to chronic labor shortages, information that can inform the development of holistic solutions.

Equatorial Guinea’s Vice President is under investigation in Brazil for alleged money laundering.

Amanda Strayer and Tinatin Tsertsvadze layout how coordinated Magnitsky sanctions are a step to assuring that those "who commit human rights violations and steal from their societies should face a global forcefield of accountability."

Looking for bright spots, CS Fund launched its Just Transitions grantmaking program to build 'connective tissue' across different movement sectors and geographic regions, while Taylor Dimsdale – an expert participant in our Climate and TPA Learning Series – offers an inside take on how COP27 should give us hope.
