Reflections from #FfD4 in Sevilla: Michael Jarvis on the Future of Financing for Development
At the Financing for Development forum, our Executive Director Michael Jarvis shared vital insights on the Outcome document and the critical role philanthropy can play in shaping the next decade of global development financing.
Michael emphasized the significance of having a shared Outcome document as a foundation for trust and collaboration across countries and sectors. While acknowledging it as a compromise, he highlighted key opportunities around accountable, inclusive governance, domestic resource mobilization, and innovative tax reforms that can help fill gaps left by declining aid.
Philanthropy, Michael noted, is evolving through a “reckoning moment,” rethinking its role beyond filling funding gaps to becoming a strategic partner that supports non-state actors, fosters accountability mechanisms, and invests in the “plumbing” of development — from tax systems to debt modernization.
Looking ahead, Michael called for momentum around transparent tracking and accountability to ensure commitments turn into measurable progress. He envisions philanthropy as a vital neighbor in this ecosystem, convening, strategizing, and sustaining the collective effort needed to realize development goals.
All these insights were shared during a recent interview with Devex’s Elissa Miolene at hashtag#FfD4 in Sevilla, offering a candid and forward-looking perspective on navigating the complexities of funding in a changing global landscape.

At #FfD4 in Sevilla, the official side event “Leaving No One Behind: The Evolving Role of Philanthropy in Financing Sustainable Development” brought together civil society, philanthropic institutions, and multilateral actors to discuss how philanthropy can help close financing gaps and support gender-just, rights-based transformation.
The event sparked timely conversations on political will, sustainable financing, and the evolving role of philanthropy in driving systemic change.
Co-organized by the Collaborative for a Gender-Just Economy, the Trust, Accountability and Inclusion Collaborative, and Global Policy Forum.
