This Collaboration Case Note describes TAI’s efforts to co-fund a developmental evaluation to generate rigorous evidence about the Open Government Partnership (OGP) platform and policy reform strategies and results.
The initiative involved understanding and working around co-funders’ differing perception of the problem as specific learning needs and key questions were developed and refined. This resulted in a Terms of Reference, a selected evaluator, a coordination mechanism, and an inception report. The barriers to collaboration use included re-opening previously concluded discussions and confusion around the type of decisions the funders should be making.
